The Housing Assistance Program (HAP) is a temporary rent subsidy program administered by NHDC.  Funded through a contract with the Four County ADAMhs Board, this program enables qualifying persons the opportunity to rent from a private landlord at an affordable rate.  HAP is a temporary rental subsidy program designed to assist participants until a permanent solution is attained. Rent responsibility for persons on the HAP program is calculated at 40% of gross income minus a utility allowance, if applicable.
